Unlike typical websites with superficial information, it serves as an interactive portal. This platform enables government agencies to learn from each other’s experiences and share resources in novel ways.

The Challenge: Turning Decentralized Knowledge into Usable Intelligence
State Auditor David Yost had a bold vision for government improvement in Ohio—one rooted in transparency, knowledge sharing, and operational efficiency. But making that vision real required solving a complex challenge:
- How do you share best practices across agencies of vastly different sizes, structures, and regulations?
- How do you surface years’ worth of audits and cost-saving programs buried in static reports?
- And how do you do it on a CMS platform (DotNetNuke) with no built-in capabilities for managing searchable, categorized proprietary data?
The answer wasn’t just a website. It was a functional, dynamic tool for agency collaboration and continuous improvement.
The Solution: A Custom Platform for Knowledge Sharing and Government Efficiency
Switchbox, in collaboration with Conrad Phillips Vutech and the Auditor’s Office, designed and developed a solution that transformed disorganized data into actionable insights for agencies statewide.
Key features included:
- Custom search and categorization tools for navigating hundreds of performance audits, case studies, and cost-saving initiatives
- Two proprietary data tools built to structure, import, and manage previously unsearchable content
- An interactive nomination and contribution system allowing agencies to submit their own success stories and improvement programs
- A direct help request feature for agencies to connect with the Auditor’s office when guidance was needed
The site was built on DotNetNuke but extended well beyond its native capabilities, thanks to custom development that met the real-world needs of Ohio’s government entities.
The Outcome: A First-of-Its-Kind Resource for Smarter Government
The SkinnyOhio portal achieved its mission and more, providing, for the first time, a centralized hub of actionable, peer-driven government performance data.
Outcomes included:
- Immediate access to 274 savings programs
- Searchable documentation of 2,228 performance audits
- Contributions and success stories from all 88 Ohio counties
- A growing archive of 152 agency-driven improvement initiatives
